The Lourie Center Names New Board Members Nancy Navarro, Carol Garvey, Lawrence Rosenblum
Rockville, MD – The Reginald S. Lourie Center for Infants and Young Children (the Lourie Center) is pleased to announce the appointment of Nancy Navarro, Carol Wilson Garvey, and Lawrence N. Rosenblum to its Board of Directors. The new board members will serve three-year terms which began in January 2012.
Nancy Navarro currently serves as a Montgomery County Councilmember, where she represents nearly 200,000 residents in District 4, one of the nation’s most linguistically and ethnically diverse constituencies. Navarro has advocated for County residents in a number of areas, including educational equity for minority communities, immigrant rights and environmentally sustainable land use policy. She also specializes in education policy for children pre-kindergarten to the twelfth grade. Prior to being elected to the Montgomery County Council, Navarro served as president of the Montgomery County Board of Education, which represents approximately 140,000 children in the County. She brings morethan 20 years of hands-on community experience to the Lourie Center’s Board of Directors. She earned a bachelor’s degree from the University of Missouri-Columbia. She is also a graduate of Harvard University’s Public Education and Leadership Program and Leadership Montgomery’s Leadership Development Program.
Carol Wilson Garvey, MD, MPH, FAAFP, FACPM, is a consultant and vice president for health policy at Garvey Associates, Inc., a medical and scientific consulting firm based in Potomac, Maryland. She is currently board chair of the Primary Care Coalition of Montgomery County, and serves on the Montgomery County Fetal and Infant Mortality Review Board, and the Montgomery County Collaboration Council for Children, Youth and Families (Collaboration Council). Garvey practiced family medicine for 25 years and served as public health officer for Montgomery County for eight years. She is also the recipient of many distinguished honors and awards, including the Lourie Center’s 2005 Outstanding Public Service Award, the Collaboration Council’s Award for Time Well Spent for Montgomery’s Children, and the Montgomery County Commission on Children and Youth’s Nancy Dworkin Child Advocate Award for Outstanding Service to Youth. Garvey earned a bachelor’s degree from Radcliff College and a medical degree from the College of Physicians and Surgeons at Columbia University. She also holds a master’s degree in public health from the Harvard School of Public Health.
Lawrence N. Rosenblum is a partner in the Grossberg Company, LLP, a tax, accounting, and business consulting firm in Bethesda, Maryland. Rosenblum has been a board member of several local organizations such as the Montgomery County Collaboration Council for Children Youth and Families, Non-Profit Villager. He is also the founding director of Monument Bank and a member of the Bethesda-Chevy Chase Chamber of Commerce, the American Institute of Certified Public Accountants and theMaryland Association of Certified Public Accountants. Rosenblum holds a bachelor’s degree from the University of Maryland. Rosenblum is returning as a Lourie Center board member, having previously served as board chair.

The Reginald S. Lourie Center for Infants and Young Children was founded in 1983 by the late Dr. Reginald S. Lourie and his colleagues. The organization evolved from a six-year clinical research project funded by the National Institute of Mental Health. This project demonstrated the value of early identification and intervention to enable children to reach their full potential, developmentally and emotionally. Based in Rockville, Maryland the Reginald S. Lourie Center specializes in the assessment, treatment and prevention of emotional, behavioral and developmental problems in infants and young children. In 2006, the Reginald S. Lourie Center affiliated with Adventist HealthCare.
